Pat Padilla

Patricia Padilla

President

Patricia Padilla possesses over 25 years experience in project management within public and private sectors, specializing in management, research, and special studies, policy and program development, administration, monitoring and evaluation of Disadvantaged Business Enterprises (DBE), EEO/AA and Labor Contract Compliance programs. Ms. Padilla has for over 25 years, provided sound leadership, model frameworks, and program direction; has conducted management reviews and audits, special investigations, and related studies; and coordinated specialized outreach events for numerous public agencies. She served as chief advisor on several key transit and construction-related projects in the areas of DBE, Equal Opportunity, and Labor Contract Compliance. Prior to consulting, she served as Executive Officer Equal Opportunity Programs, for the Metropolitan Transportation Authority, responsible for administration of D/M/WBE, EEO, Contract Compliance and Labor Compliance Programs.

Veronica Alvarez-Martinez

PM / Sr. Labor Compliance Officer

Veronica Alvarez possesses a wealth of knowledge and experience serving in the area of Labor Compliance. Ms. Alvarez serves as Labor Compliance Officer for the Los Angeles Community College District’s Proposition A/AA funded projects (6.6 billion in Projects at eleven District campuses), which included monitoring and enforcing the Districts Project Labor Agreement (PLA), Proposition 47/55 required Labor Compliance Program (LCP), Davis Bacon and Related Acts for FEMA funded projects, tracking/reporting attainments relative to the District’s Local Hire Goals, and conducting interviews (fully fluent in Spanish). Ms. Alvarez has also worked for the National Labor Relations Board (NLRB), mediating and hearing disputes between Unions and Contractors relative to master labor agreements and wage issues. She further complements the team with her extensive experience in DBE outreach and goal setting.

Olivia Fonseca

Project Manager

Olivia Fonseca possesses over 30 years of experience and expertise in the field, developing and administrating State of California level Small and Disadvantaged Business Enterprise Programs for Caltrans, Department of General Service, Department of Corrections and Employment Development Department. Currently, Ms. Fonseca is the Project Manager under Padilla & Associates to the California High Speed Rail Authority, providing constructive consulting services to the Authority in the development and administration of a SB/DBE Program. Ms. Fonseca is the Chair of the Transportation Research Board (TRB) DBE Committee. Ms. Fonseca also served as the Caltrans Small Business Council Chair, Western Association of State Highway Officials Subcommittee on Civil Rights Chair and Association of State Highway Officials Committee on Civil Rights.

Lauren Padilla

PM / Sr. DBE/Labor Compliance Analyst

Lauren Padilla possesses over nine years of experience and expertise in the field, having worked with the the Orange County Transportation Authority (OCTA), the California High Speed Rail Authority (CHSRA), the Exposition Metro Line Construction Authority, the Alameda Corridor East Construction Authority, Access Services Incorporated (ASI), Los Angeles Community College District (LACCD) and the Southern California Regional Rail Authority, particularly in the areas of DBE and SBE Compliance monitoring and enforcement.

Antonio Dupré Sr

PM / Sr. Labor Compliance Officer

Mr. Dupré is a Licensed General Contractor and has extensive knowledge in public works construction-related programs. Mr. Dupré traveled statewide conducting seminars on bonding and public contracting through the California Construction Contracting Program (CCCP). Mr. Dupré possesses exceptional professional credentials and project management experience in the design, development and implementation of Project Labor Agreements, Local Hiring Programs, Federal Davis-Bacon Act, California Labor Code and Labor Compliance Program models in accordance with regulatory requirements, having served as Project Manager/Administrator over Local Hiring and Labor Compliance for various public agencies, including: San Bernardino City Unified School District and the San Bernardino County Schools.
