Ms. Padilla has for over 25 years, provided sound leadership, model frameworks, and program direction; has conducted management reviews and audits, special investigations, and related studies; and coordinated specialized outreach events for numerous public agencies. She served as chief advisor on several key transit and construction-related projects in the areas of DBE, Equal Opportunity, and Labor Contract Compliance. Mr. Dupré possesses exceptional professional credentials and project management experience in the design, development and implementation of Project Labor Agreements, Local Hiring Programs, Federal Davis-Bacon Act, California Labor Code and Labor Compliance Program models in accordance with regulatory requirements, having served as Project Manager/Administrator over Local Hiring and Labor Compliance for various public agencies, including: San Bernardino City Unified School District and the San Bernardino County Schools.
